The short version
Manitoba's programme takes a minimum of two years from learner's licence to full licence: 9 months at Class 5L, then 15 months at Class 5I. There is no way to shorten those periods — but there is plenty of room to waste time on top of them, and that is what this guide is for.
Who can apply, and when
You can apply for a Class 5L learner's licence at 16. If you are enrolled in MPI's Driver Z high school programme and the course is already under way, you can apply at 15½.
Applicants under 18 need a parent or guardian to consent. There is no upper age limit, and a good share of our students are adults getting their first licence — often newcomers to Canada.
Register with MPI
One visitGo to an Autopac agent or an MPI Service Centre and register as a customer. Bring identification that satisfies MPI's requirements — this is the step people most often have to repeat because they arrived with the wrong documents.
Expect a fixed fee of about $20 plus a base driver premium of about $45. Test fees may apply on top. Confirm current amounts with MPI.
The knowledge and vision tests
Same visitThe vision test is done at the Service Centre. The knowledge test covers Manitoba road signs, rules of the road and safe driving practice, taken from the Manitoba Driver's Handbook.
Fail it and you must wait 7 days before trying again — a fortnight lost for the sake of an evening's revision.

Pass both, and your Class 5L is issued. The nine-month clock starts from that date, so do not put this step off.
The Class 5L learner stage
9 months minimumWhile you hold a Class 5L:
- A supervising driver must sit in the front passenger seat. They must have held a full licence for at least 36 months and be free of alcohol and drugs.
- You must have zero alcohol and drugs in your system.
- Rear seat passengers are limited to the number of working seatbelts.
- No towing, off-road vehicles or farm trucks.
Time only accumulates while you hold a valid licence. If it lapses, the clock stops — check your expiry date.
This stage is where lessons pay for themselves. Practising with a parent is valuable, but family members tend to teach the habits they have rather than the ones an examiner is scoring.
The road test
After month 9Book through an Autopac agent or Service Centre. Appointments in Winnipeg can be weeks out, so book as soon as your window opens rather than when you feel ready.
The examiner scores observation, control and judgement. In our experience the marks most often lost are:
- Missed shoulder checks before lane changes and turns — by a wide margin the most common
- Rolling through a stop instead of stopping behind the line
- Driving to the speed of traffic rather than the posted limit
- Hesitating so long at intersections that it becomes a hazard
Fail, and MPI requires a 14-day wait before you try again. Take the examiner's sheet to your next lesson — it is the most useful document you will ever hand an instructor.
Class 5I — intermediate stage
15 monthsPassing the road test moves you to Class 5I. You may now drive unsupervised, but restrictions remain:
- Zero alcohol and drugs, still
- Between midnight and 5 a.m., only one passenger unless a supervising driver is with you
- Towing is now permitted, as are farm trucks and off-road vehicles
You only ever serve the intermediate stage once. Time served at Class 6I on a motorcycle counts toward Class 5I.
Full Class 5F
GraduatedAfter fifteen months at Class 5I you graduate automatically to Full Class 5F. The graduated restrictions lift, though you must remain free of alcohol and drugs at the wheel for the first 36 months. After three years at full stage you may supervise a learner yourself.
Newcomers with a licence from abroad
If you already hold a licence from another country, MPI may credit some of your experience — which can shorten or remove the learner stage entirely. How much depends on where the licence is from and what you can document.
Two things catch experienced drivers out here. The first is that Canadian road rules differ in ways confident drivers do not think to check. The second is winter: no amount of experience elsewhere prepares you for black ice on a Winnipeg overpass in January.

The mistakes that cost people months
Delaying the knowledge test
The nine-month clock starts the day your 5L is issued, not the day you decide to get serious. Every week you wait is a week added to the end.
Letting the learner licence expire
Time in the stage only counts while the licence is valid. An expired 5L quietly stops the clock.
Booking the road test late
Appointments fill up. Book as soon as your window opens — you can always move it.
Practising only with family
Well-meant, but it passes on habits examiners mark down, and nobody at home is scoring you against the actual test.
Skipping a mock test
The single highest-value lesson you can take. Doing the route once under assessment conditions removes most of the surprise.
